OTHER PUBLIC PROGRAMS AND CHILDREN WITH SPECIAL HEALTH CARE NEEDS
Two sources of care are available for uninsured and underinsured children with special health care needs (CSHCN): (1) the federal Title V Maternal and Child Health Block Grant and (2) the Individuals with Disabilities Education Act (IDEA), formerly the Education for all Handicapped Children Act (PL 99-457).
In all states, Title V funds may be used for coordination of multidisciplinary health care services and for financing health care not covered by private insurance. Through their education or health systems, states provide early intervention services for infants and toddlers from birth to age 3 years who have special health care needs. Services available through Title V and IDEA are essential for uninsured and underinsured patients. Information on how these services are accessed can be obtained from the local health departments and school systems.
